Over the past five years (2019–2023), the volume of housing commissioning has experienced an average annual growth rate of 7.7%. This growth has been driven by several factors, including the state program “Housing and Urban Environment,” which aims to boost construction volumes, government support for the industry, preferential mortgage programs, increased regional demand, a surge in individual housing construction following the pandemic, and the introduction of integrated territorial development mechanisms.
Prior to 2020, the majority of commissioned housing was constructed by developers. However, since 2020, self-built housing has accounted for the largest share of new construction.
According to operational data from Irek Faizullin, Minister of Construction and Housing of the Russian Federation, housing construction in Russia is expected to surpass 100 million square meters in 2024.
According to Dom.RF’s analytical center, by the end of Q3 2024, the volume of apartment buildings under construction in Russia reached a five-year high of 118 million square meters, with further growth observed in October.
